Stage points are awarded at the end of the stages. They add up at the end of the year.

Lower line can get up to like 12th and then they stall.

Basically they split the race into 3rds. You get stage points at the end of each stage if you finish in the top-10. Points are rewarded in descending order; 10 for 1st, 9 for 2nd, and so on.
At the end of the first two stages you have a caution and pit stops.

Good that we are seeing double file. But yeah like you said that inside line cam only get up so far.
