Which credit card companies today offer price protection and extended warranties?

I can remember having one or both of these features with Discover Card and AMEX, but that went away about 6 or 7 years ago, if my memory is correct. It actually used to come in handy, especially if you are diligent about monitoring prices (and extension in web browsers make it easy).
Are there any cards today that offer this without having an annual fee?

Without an annual fee? That's a big ask.
Even with a fee, most cards have dropped price protection because it was... abused isn't the right word. Overused? Basically, there were online services that would not only automate price tracking but also automate the filing of the price adjustment request. Companies were drowning in $1 price adjustment requests that no one would have ever filed had they been required to do it on their own. The juice wasn't worth the squeeze for the companies from a workforce perspective, so they killed the benefit.

Highly doubt you're going to find price protection and extended warranties on a card that doesn't come with an annual fee. I know the Platinum has 1 year extended warranty on items purchased with a 5-year warranty or less. Reserve might have the same or similar. Sapphire Preferred has the extended warranty for items that come with a 3-year warranty or less.

The extended warranty on costco appliances/tvs and such was such a nice perk to the Citi costco card. Bummer they got rid of it back in 2023 (for a fee free card too).
Buying a tv there would basically give you a 5 year warranty with the credit card extensions. I had to use a warranty claim on a Vizio I got from there years ago and it was outside the standard 2 years costco gives (without card).
