Sales Tax question: re: drop shipping to a FedGov end-user for a reseller account

Company A makes a specific widget.
Company B resells that widget and requests drop-ship to End User.
End-User is a FedGov defense customer.
Does Company A need to collect sales tax from Company B if Company B does not offer a tax exemption certificate?

Sales to the federal government are not subject to sales tax anywhere.
Sales to fedgov contractors, it's a little more hairy. Some states exempt, some do not.
Is Company B considered a fedgov contractor?
If company B is reselling, why the heck won't they provide a resale certificate? That would be the easiest way to go because then Company A can just fall back on that to not collect.

I would charge sales tax unless company B provided a resale certificate. First, you shouldnt know who that company is selling to and second, if you get audited I am sure they will want the resale certificate.
