I interviewed for a new job the second week of August. It went well and I anticipate a second interview. They told me I would know something in three weeks. I have not heard anything and this is the start of the 5th week. I did send a follow up email the day after the interview to which i got a response asking salary requirements. I sent another email last week asking if any decisions had been made and got no response. Is it appropriate to call the hiring manager to ask for an update?

I received an offer from another employer but this is company is my first choice by far.

I think you're fine to give the hiring manager a call. Tell him that you've received another offer, would prefer to work with his company, and want a status update.

I would call and just explain to them the situation you are in.

If it takes them 5 weeks and they haven't even offered you a second interview, either they are insanely slow, or, they decided to not have you move forward with them.
