Fee to vendor for Paypal dispute??

Do vendors really get hit with a $20 fee when a customer opens a dispute??
I purchased items on 12/16 and the tracking number was sent to me on 12/18. I had no contact number for the vendor; only an email and I never received a reply to my email about this.
The USPS site never was updated -- after MANY calls to my local office AND the office where it was to be shipped from, TODAY I find out from the post office that it was set to be shipped from Ecommerce in Metairie. So I call them and she tells me that "oh yeah, he had trouble with the laser and couldn't get the orders out". She's the one that told me about the $20 fee he'll have to pay for me filing an inquiry.
TLDR: Should I feel bad about a vendor having to possibly pay $20 because I opened an inquiry about an order even though I was never told the items were going to be delayed? In my mind a good business would send an update or put a message on their website about issues and ask for patience.

I wouldn't. You tried the other avenues available to you and gave plenty of time for a response. Maybe having to pay for it will teach this vendor to do business better.

Yes they do, but the vendor making the product should have contacted you about the delay. It is his problem that he didn't reach out to his customers regarding his late orders.

Thanks all ... it got straightened out and while I hate that he'll get charged, a simple email or notice on the site would have prevented this. Appreciate the replies.
