Yes they are over the tunnel and they could be resold every year

"Could be resold" does not necessarily equal "Yes, I am willing to resell them to you every year ad infinitum."
If I were to do business with him now and then the following year he said, "I ain't gonna resell them to you. I said *could* and that meant I hadn't made up my mind yet," then I would not be happy.
Clearing shite up like this before making a deal ensures that the situation doesn't occur.
So, I'm glad he cleared it up for you, but the answer wasn't satisfying to me or any other person who wanted to "pin him down."
