Why is there no ability to appeal?

Has anyone looked into why there is no ability to appeal a targeting penalty suspension? What is the thought process to refusing to allow a team that feels it was unjustly penalized to request an independent review of the issue and resulting suspension?
Most suspensions handed down from the SEC or NCAA can be appealed, so why can't a targeting one be appealed? With the targeting call being so differently interpreted between officiating crews week to week, it stands to reason that there should be some measure in place for when a mistake is made.
Mascona said something on his postgame facebook stream about a precedent from an Old Dominion game a few years back where the suspension was overturned on a targeting penalty, but I am not sure how that would help here unless lawyers got involved.

The way I read the rule and understood it, was that the replay official was the appeal.

It is Called on the field and then reviewed by the sec offenseduring the game. That review is technically equivalent to an appeal.
It sucks arse that this stupid rule has gone so far but it is still a rule unfortunately.

It's not like reviewing the play would take away from the game or the 15-yard penalty. But it would correct the wrong. All they have to do is review it and say that wasn't targeting but they won't

Herb said no appeal because he doesn't want the pressure of an appeal.
