Why aren't they setting up JerryWorld for the max capacity??

To make the tickets more exclusive and drive up the price??

Cotton Bowl was 83,514 that was with Texas and Louisiana teams in the game. With one of the teams coming from Oregon, I'm guessing they wanted to keep capacity around 80k to not have empty seats. I don't think this would be the case personally.

You can't get to "max capacity" for a football game like this. The only way they could get attendance that high in that stadium is with temporary and floor seating - like for the NBA All-Star Game.

The actual ticketed attendance for the Packers/Steelers Superbowl was 91,000 and change (this includes the 3,000 people who paid to watch on supersized HD screens in the parking lot). The stadium's capacity figures are inflated by including team and league officials as well as members of the media (12,000+ for the SB to push "attendance" to well over 100,000).

Additionally - The controversial "temporary seating" used to add extra capacity for the SB is no longer in place... and I don't think they're going to allow as many "standing room only" party patio patrons either.
