Bc BK said he wasn't comfortable issuing it because the guy who wore it previously hadn't authorized it.
Someone from his staff promised it at some point in recruiting but from what we now know about bk recruiting he probably wasn't super hands on so it may not have been him specifically, but it was part of the deal for him to come here as insane as that sounds)
