He talks like he does to avoid public prosecution if he were to say anything controversial, etc. He is trying to choose his words wisely, which I think is the root cause of why he is percieved as a poor speaker. If one of us were sitting next to him at a bar, he'd probably sound pretty normal.
But when you have thousands of people dissecting every word that comes out of your mouth, I probably would say as little as possible myself.
