Kelly has a QB competition annually. Get used to it.
What the 1a and 1b means is they know who they want to start but they haven't broken him of throwing bad picks in practice. They will run with him but if he throws picks you will see purple Kelly and the other QB will play. Whoever adheres to his zero turnover and limited over the middle mentality will win the job by game three.
