I disagree that he's a Top 15 pick this year, but let's say you are right and he goes through the draft process and he gets a promise from a lottery team (top 14). There is next to zero chance you convince Cam to come back. I really can't think of a player who turned down a lottery promise to return to school in recent years.

I think teams could live with the efficiency a little better if he did more than just shoot the ball, but he doesn't.
How do you have the ball in your hands that much and you only average 1 assist a game?
8.4% assist rate. Take a look at the other top scorers in the conference, like Scotty Pippen Jr, 38.3%. DJ Stewart 15.1%. And so on.
