OT rules are intended to assure a winner and eliminate ties. Your proposal gives no assurance of that. None of the teams want to play 30 more clock minutes only to just play a game of attrition. These regular time games are exhausting enough.
Back when LSU played 7 OTs of alt possessions Burrow had to be helped from the field and given IVs to get him on the bus.

That is a good point. While I think it unlikely that neither team can score for 15 minutes, it does happen. So, in some rare cases it could continue for quite a long time.

What are you even talking about? What team would risk kicking a fg on 1st down in a tie game as time expired? Every team would just go to OT knowing they have the ball (no risk).
Basically 2 min hurry drives would become obsolete bc in your scenario time expiring doesn't matter

You'd still have hurry up drills, but they'd only happen when teams are behind. They just wouldn't happen in tie games.

I think both teams lose a player on the field each OT.
