Just watched it. The 3rd down play was a pass to Moore outside the left hash. So to answer your question OP.... I have no clue why it wasn't spotted at the hash. It looks like our whole team is already lined up at the spot, and the ref just placed it in front of Skinner without thinking. But there is no way they can goof that bad, right? I feel like I am missing something
I have had the same question so I finally decided to look it up. NFL rule is the ball from a play ending out side the hash is spotted approx 1.5 yds inside the hash. Assume college is similar but the hash is wider in college so maybe they use 2-3 yds? Just rewatched the play... ball was spotted 2-3 yds inside hash. Not sure but ZVR may have cheated over to center another yard bit ball was kicked about 4 yds inside hash, 5 at most.
So the spot was not near as centered as I originally thought.
FWIW. Adding to the rule above, if a play ends between the hash it is spotted at the spot it ended. According to NFL it is never spotted directly on the hash. Never noticed before

If that's the case, then why wasn't it spotted that way for the Florida kicker?? Doesn't really matter in the grand scheme of things, but some goofy stuff by the refs!

You can't rely on the espn game clock. That damned thing runs sometimes when the stadium clock isn't. I've never understood why they just don't show the actual stadium clock in the graphic like the old days. Of course, the absolute official game time is supposed to be kept on field by one of the refs.

When the stadiums were rocking i loved how the play clock would jiggly around.

As stated in a previous post, Florida took a timeout after the pass to Moore. According to rules, the placement of the ball can be chosen by the offensive team after a timeout. Hence the placement to the center of the field.

Not saying they cant but I have not found that rule. Ball was spotted before TO was known on the field to all involved. You can definitely do it on Kickoffs, freekicks, and extra points.
I went back and watched the LSU last play and then kick and same sequence for UF at game end.
LSU had no time outs left so they ran the FG team on the field as soon as the runner was down. By the time the ball was moved to be spotted LSU OL and ZVR were already in the position it was spotted and the ref simply sat the ball in front of the center. There was no conversation with LSU players and refs before ball was spotted. Meanwhile, the other refs not involved in ball spot signalled TO for UF per the Mullen call. Ball was never moved after initial spot.
UF play was wide right of hash and UF called TO. Ref during the TO spotted the ball appropriately on the right hash because UF never attempted to line up when it was being spotted.
Bottom line... Skinner and OL stole that spot.
