So I have heard that both Kling and Jones will be draft eligible sophomores next year.

When the 2024 draft happens Kling will be 21 so that makes sense. Jones however will be one month shy of 21.

So is there a rule that there is an exception if you are within a certain period of time of turning 21 that you are still draft eligible or are the people that are saying he is draft eligible just plain wrong.

If you are 21 by August 1st of that year, you're eligible for that draft. Jones' birthday is August 1st.

The Rule 4 Draft is the official term for the First-Year Player Draft, an amateur draft held annually. Players must be a resident of the United States (U.S. territories, such as Puerto Rico, apply) or Canada to be eligible for the draft. Players who have graduated high school but not attended college are eligible for the draft, as are those who have completed at least one year of junior college. Players attending four-year colleges are eligible to be drafted upon completing their junior year or turning 21 years old.

if a player graduates high school before the age of 17, they must turn 17 within 45 days of the draft.
