One more targeting post... sorry, what's the intent of the rule

Can an offensive player be called for lowering his head?

If the rule is to protect both players, seems it shld go both ways.

Both the GA targets last night seemed the offensive player was lowering his head just as much either to protect himself or gain an advantage.

Is the ultimate desire that both players keep their heads up and meet mask to mask?

I was thinking the exact same thing last night. On one of the plays with GA and Texas the offensive player lowered his head just like the defensive player.
But I have never seen an offensive player called for targeting

I get the defenseless player call, but two players that were both taught as 4th graders to lower their and make the play seems shld go both ways or not at all

Targeting was intended to protect defenseless offensive players while they made plays on the ball. Once the runner has the ball he is no longer considered defenseless and targeting only occurs if the defender launches himself at the shoulder or neck of the runner. If the runner defends himself by lowering his head then there should be no call since he is in fact, defending himself.

the way the rule is worded makes it difficult (but I guess not impossible) for it to be called on an offensive player with the ball.
