It's a legitimate rule, it's not really new, as I understand it. It's also not only a race issue but anything that creates an environment that could be considered hostile to the player but it has to be verifiable.
Fields wants to play baseball. There was a verified racial incident involving another player that ended with that player being dismissed. Fields contended that he did not feel as though he could continue playing baseball there after the incident. That was the basis for his waiver request and I think it was legit, albeit it appears a tad convenient.

I have heard that these kids need to sign with out of state schools and take a chance. If they love it, great. If not, they say they miss mommy and come home. Sucks. No penalty for being home sick. But the option is now there. Go to Florida state for a year and come home to your girl. No penalty. Alas.

Yeah but we all know that he's just butthurt about not being given the starting job as a freshman. He's taking advantage of the rule and showing his character or lack thereof all at the same time.
