I don’t understand how we could still have these kinds of problems on campus? I thought banning weed was going to solve all of our problems?

If weed is banned in LA, that could be one tool to use to break up these gatherings. Anyone found in possession at one of these street parties gets cited or arrested. The trick is getting enough LEOs willing to enforce it.
