Without even looking at the article, Matt Bush should be #1.

i know than tim beckham is still young at 22, but he's in his 5th season in the minors after signing for $6.15 million as top overal pick in 2008

I could be mistaken (due to NOT being a J Booty fan), but I seem to recall that Booty had a guaranteed call up to the majors in his contract. Not quite sure he made it there on his own merit. Again, I could be way off, but that's what my cloudy memory tells me.

Ben McDonald had almost 150 decisions in the majors and a career ERA under 4. He shouldn't be anywhere near the list.
