Those calls are not even remotely comparable. What an idiotic thing to say. There doesn't even appear to be a clear understanding of what "in the cylinder" means. I've always thought it was a stupid rule.

Bigby made an athletic play to score a basket without touching the rim, the Rams guy blatantly hit our guy way early, head-to-head without even trying to look back for the ball. One was two obvious penalties at once and one was an athletic play with a rule that has always been unclear.
