So, having to start very quickly for a short practice leads to starting slowly in games? Gotcha.

We come out the gate and run scripted plays to show the defense something. Most teams do that. Once you hit the third or so drive, you start seeing true playcalling.

Before that you're just setting the table.

May be a stretch, but if the players are getting less full speed reps throughout the week it could be causing them to more time in game to adjust to the speed and environment

Perhaps.... but I'd think if it is a "programming" thing, the shorter practices makes them get up to speed quicker. If in a short practice and not up to speed on the first rep... you may be on the bench-- i.e., no time to dawdle!

(Can't believe I used the word, "dawdle"... I'm getting old!)
