If the sec isn’t a corporation, what is it?

Asking bc I literally have no idea. In mosconas interview last week with AG Murrill, she said the sec isn’t a corporation, it’s just an agreement bw schools. Legally, how does that work? Sankey is paid $4.8m. Does each school pay a portion? They pay referees, chain gang, negotiate tv contracts, etc. I assume they pay some sort of taxes. So, if the sec is just an agreement bw schools, how does that exist?
