The number of stars isn't about ranking the positions. It's about ranking the possible effect a player could have at the next level. A 5-star is a player who many believe will have an immediate impact at the next level and has the greatest chance at advancing to the pros.
As a result, the number of 5-stars at each position varies each year. In one year you may have 5-6 QBs that can have that sort of effect. The following year you may have 1 QB.
Of course, the rating system is far from foolproof. But, if you go back and look at the statistics, you will almost certainly find that the percentages of 5-stars who make the pros and is a productive college player is better than the 4-star players which is better than 3-star players, etc.
Of course, this is largely due to the physical talents of the individual players. A WR prospect who can legitimately run a sub-4.4 forty will have a much greater chance at having a solid college career and draft rating than a similar WR prospect who runs a 4.6-4.7 forty. And, THIS will be reflected in the star ratings.

The services rating a player 5 stars also is essentially a prediction of them being a first round NFL draft pick.
