I can't comment on this, but yeah, that's pretty much what I perceived the situation to be.

Tiger Band already had an "Assistant DOB" (Rob Dowie) but Talley had to make an epic journey all the way to Texas to find a "Visting" Assistant DOB just to satisfy the DEI manifesto.

So, here's the exquisite LSU Dept of Bands lineup.

* Director of Bands: Damon Talley (In charge of all the
Symphonic Band BS)

* Associate DOB and Tiger Band Head Director: Simon
Holoweiko.

* Assistant DOB and Director of Operations: Rob Dowie
(No Music Degree or any other Degree listed on the Dept
of Bands page on lsu.edu) Pool Management and Scuba
Diving are listed. Also says that he teaches LHRD 2723,
3723, 4723 and 4808 in the LSU Dept. of Human Sciences and Education.

* "Visiting" Assistant DEI DOB: Weston Lewis

And of course, unlike most every other SEC Marching Band Staff, nobody has any DCI/Drum Corps experience listed at all.
