The relief staff needs to get mentally tough. They are capable of throwing strikes, but are either scared to do so or are trying to nibble/get too cute. This is occurring early in the count where it’s more crucial to throw strikes. Once you are down 2-0 or 3-1 , most hitters are sitting on the FB.
