Depends on the metrics you use to evaluate a passer I guess.
To me they are both excellent in their own way. My biggest compliment on Burrow was his cerebral dominance of defenses. He could out think his opponents routinely in college. Not sure how he rates on that in the NFL. Burrow was also much more aggressive in college in throwing receivers open.
JD has progressed tremendously in throwing receivers open and seems to be putting the ball exactly where he wants. JD told a good story on himself last year when he said Nabers told him after first or second game “if it looks like I’m not open I’m open! Throw the ball!”

For Monday night, I was extremely impressed with JDs accuracy vs Joe. JB had a poor night as far as accuracy. I have not seen him be that poor in his NFL career.

Not sure you can make a reasonable comparison between the two. They have completely different playing styles.
Plus, what timeframe are you comparing? College playing? Pros? Actual performance vs. anticipated future performance? And do you consider the impact of the teams they play for on their overall performance?
From a college perspective, I don't think anyone would say that JD is "better" than JB at passing. From a performance and stats perspective, Burrow's final year here was far ahead of JD's final year here. JD was special, but Burrow was out of this world.
From a pro perspective, we haven't seen enough (yet) of Daniels to say he's as good as, better or worse than Burrow. Heck, he's probably still finding his groove as a pro (which is a different game than CFB, regardless of how you played in college). And I also put a lot more weight on JB's current lack of "success" (if you can call it that) on the team he plays for more than his skillset.
From a futures perspective, I think you have to factor in not only the QB but the team that QB is on. Put Burrow in another place (like LA, or Philly, or Pittsburgh or even Miami) and you might see a different player. Put Daniels on a different team with a different OC than Kliff and you may or may not get the best version of JD that many think they see right now.
So, frankly, I'll answer your question with a "none of the above". Maybe 10-15 years from now you can answer that question, but not now.

I think you just did! As long as you qualify it as you did, you can make a very reasonable one.
Now I wouldn't totally agree but it was reasonable.

I agree. This being a subject matter to begin with says a lot about how far Daniels has come.
I felt great for him the other night because he will always somewhat be in Burrow’s shadow because of the 2019 title. He deserved an oppurtunity to come out of that shadow and made the most of it.
