Tulane "Brian Kelleyed" the end of the season. Yikes that was painful to watch.
Looks like they also have the same Special Teams coach we do.

Army played one P5 team and got destroyed.
Tulane played two P5 teams and lost both.
Committee and pollsters have them ranked above clearly superior teams based solely on record.

When watching a small part of that game, I couldn't help but wonder how army got to good so quickly. at least a large portion of that entire team was the team LSU beat 62-0 last year. They couldn't have done much of anything in the portal, so what happened that they improved so much? Pretty impressive to me.

You answered your own question “couldn’t have done much in the portal”. Its called team chemistry and it is VITAL to success in team sports. The teams that stay together will be successful in this everyone is always a free agent new era of college football. The college game is garbage now.
