He is literally saying, "if time is not called, and the base runner is standing in fair territory that he can be tagged out." He's saying that because Jones ran through first base and turned inside (he was standing in fair territory) that he should have been called out.

Hawthorne said they arguing if runner is standing in fair territory and time has not been called then they are fair game. Which wasnt the case.
