I believe the FBI was investigating agents making a lot of money and not declaring it on their income taxes. Uncle Sam demands his cut.

Cheating in college recruiting has been going on for 4-5 decades (at least). Hell, it's probably LESS prevalent, or at least brazen, than it was in the 80's when it was like the wild west. Yet, throughout that time the FBI/DOJ never had any burning desire to investigate recruiting

This whole thing came about COMPLETELY by chance. It stated with a Pittsburgh financial advisor who was getting strung up on fraud/securities fraud charges after he stole from his clients (some of them pro athletes) to cover his losses from bad investments in shitty movies. In order to save his own skin, he offered to give the FBI/DOJ Dawkins and a much sexier story of billion dollar shoe companies (Adidas here) "bribing" schools for the recruitment of HS athletes.

Had this financial advisor, who happened to have a small relationship with Dawkins, not been backed into a corner on crimes NOT INVOLVING COLLEGE SPORTS WHATSOEVER, the FBI never launches this investigation.

So yes. It was random in the sense that the FBI/DOJ didn't just unilaterally decide to investigate college recruiting for the first time ever. They just happened to be investigating a guy who happened to have a menial relationship with one (Dawkins) of thousands of "runners" nationwide. That first guy, in completely unrelated issue, threw Dawkins under the bus to save his own arse and the SDNY saw college basketball, Adidas, etc as a much more glamorous case than an everyday brokedick from Pittsburgh no one had ever heard of.
