I’ve been trying to follow your argument, but I really don’t understand what the point is. Are you saying smaller schools do not have guys that are capable of playing at Texas, LSU, Arkansas, Tennessee, etc? What does where he was recruited out of high school have to do with anything? I’m honestly curious to what the point is.

No, I'm not saying that's the case here. I'm saying it has impacted HS recruiting in this way. Let me break it down for you so it's easier since you seem to have difficulty.
-Major universities are more focused on allocating resources into recruiting the portal now for elite talent that's proven. HS recruiting is deemed a risk since you're dumping so much into players now with NIL.
-Less resource allocated to HS recruiting because it's riskier now since you can just buy proven players in the portal EVERY year like free agency
-Lack of scouting in HS was already an issue before this it's even worse now with resources allocated elsewhere
-Unless you're at a big school and attend camps to make it easier for scouting, it's harder to get your name out there in recruiting
-Small colleges have way more opportunity to compete now because they can develop at the HS level since major universities are starting to make this less a priority. Partly why you're seeing the parity in sports now. You can get diamond in the roughs like this easier.
There's also the fact that some guys just don't show it at the HS level and the light comes on at the college level with a huge jump in maturity/development for their ceiling. He's already being billed high by scouting. Says everything you need to know, so clearly the light came on at Texas State. I don't know what his situation was to get to small college but it's easier to see they fall through the cracks more now especially in baseball.
Nobody is going to admit it but for the health of NCAA sports it has brought this positive to the sport. It's way more competitive now due to parity. The downside? A lot of talent is being passed by at the HS level and some never get a chance now, so that part is definitely worse.
