Why not, if they think it means they can replace that player with someone better? Even among the Power 5, there’s a huge talent gap between the top and the bottom. And (assuming no actual loyalty) it’s almost always going to be worth either taking a transfer that you can plug in immediately or taking another HS recruit you think you can develop, over holding onto a guy you know will never be a starter.

That being said, yes - you would expect that the first guys to get processed are the ones who would go to a lower tier.

Ultimately I think you’ve nailed the concern though. You don’t want schools to be able to push guys out and then be rewarded with another initial counter. That’s the entire point of the 25 cap.

Regardless, something has to happen. The current state is not sustainable. They either need to offer relief - which would help clear the backlog of players currently sitting in the portal with nowhere to go AND ensure that teams can continue to recruit HS kids to stay at 85 - or they need to de-incentivize transfers to reverse the trend. Seems to me like NIL is only going to make the transfer market more active, so we might as well find a way to deal with it.
