It means what you want it to mean. Like I have said before, these cryptic tweets are utterly worthless...they really are! Not saying he doesn't do his job but since it is obvious that no one knows what it means, it is a waste. Just stop by the local Chinese restaurant and pick up a fortune cookie...find the nearest fortune teller...lay out the taro cards...flip a coin...dig out that Magic 8 ball, etc, etc. As far as the last "source" perhaps his tweet is more like the answer "Better not tell you now".
