Forgive me ignorance on college recruiting, but it appears that Shepard is leaving for the draft or trasferring...
Does that allow LSU to get another recruit?

Yes, the moment he decides where he is transferring, a spot will open up which we will need to sign our 25 this year
I think Boone has a good chance to see a lot of playing time next year, especially if Randle leaves

No, it does not change the 25 new high school recruits rule by the NCAA,but it does open up one of the 85 total scholarships for a transfer, grayshirt to full scholly, or Jr.college transfer,etc.

Nothing "official" yet, but it appears he is transferring or leaving for the NFL. Most likely transferring.
