Already time for FEMA money?

Before the storm even touched Hammond today, I was approached by 2 heavy set females with varying states of tooth decay at the Racetrak by the mall. They informed me I could pick up my FEMA money and gas card tomorrow morning at Hammond Jr. High. They then asked me for change for some gas.

My family stocked up on MREs and water when Gustav ran through. It's not the best food in the world, but it's free food.

I am all about MRE's because that can only used for one thing, but why give out money to people who did not experience any money loss?
