Another topic on concrete pours...

I had a sidewalk and 6' border around part of my house poured two Fridays ago. Well the 20% chance of rain that afternoon turned into a down pour (the slab was not covered) and the top layer of cement was damaged by the rain. They came back the following Monday to apply a "top coat" and finish it out.

My question is: will this damage the long term strength of the surface?

Also, what is "tooling in" for the expansion joints? Because we had joints cut in with a saw a few days after the "top coat" was applied.

How long after it was poured did the rain hit?

Any mesh or rebar in the thing?

Maybe an hour. Good bit of the cement was washed off exposing the stone/rocks that are mixed in. This was what they covered back when applying the top coat 3 days later.

There was the fiber mesh mixed in the concrete when they poured.
