Utility sink makes a loud noise when turning on

I thought it was the aerator that needed to be cleaned out, or changed (which I have done), and I am still getting a very loud noise when I turn on this faucet.
This faucet/sink is right next to my washer and dryer. The pressure that comes out of this faucet without the aerator on is very low as compared to the rest of the faucets/sinks I have in the rest of my house. With the aerator back on, I still have a low pressure issue as well. My washer has no low pressure issues.
Thoughts on what could potentially be wrong? This sink was removed during a renovation many years ago, and I thought it always worked "fine" until recently. I could be mistaken, though. I don't see a pinched line.

Sounds silly, but is the supply valve open all the way?

Could be something in the supply line. Usually the 1/2" wall connection steps down to 3/8 sink supply lines.
A long shot but maybe there is a piece of crud stuck in that supply valve.
Ive also seen the plastic ball valve fail in the shut off causing pressure issues and not fully shutting off.
I'd try replacing the shut off valve. For 5 bucks it's probably worth it.

I double-checked the valves, and both the hot and cold lines are open all the way.

A water hammer arrestor might solve your problem. If you’re replacing your stop valves, add arrestors directly to the valve

I would buy something like this from a plumbing supply store.

Does it make the same noise when you turn on hot water as cold? What about when you turn on both?

What kind of noise does it make?
If it's knocking, the water hammer arrestor will help.
If it's whining, the flow is restricted somewhere. This seems more likely since your pressure is also low. I'd check the supply lines, and maybe take the faucet off (with the aerator out) and try to blow it out in case gunk is built up in it.

Yes, noise is present on both hold and cold.
