I guess you're right then. On Lowe's site, both are shown with 'Made in America with Global Materials'.

Not at all. I was very specific and even put Made in America in quotes. I actually am representing 2 clients against the FTC on this very matter I know this law and I am very cautious as to how I write about it.

I think you meant to say "count not legally have a "Made in America" only label because...". In general the specific situation where a small amount of raw material is used does NOT prevent the "Made in America" label. It comes down to how significant that raw material are likely to represent in the final product. The hypothetical you give would almost certainly not prevent the "Made in America" label. As for the Dewalt tools I can say from first-hand knowledge the amount of US manufactured parts and sub-assemblies is fairly limited and a LONG way from the hypothetical you suggested.
I point out these things not because Dewalt shouldn't get credit for doing assembly and packaging in the US but they should get the proper amount of credit not a pile of undo credit for full-on manufacturing in the US.

I use Ryobi for all my battery powered tools, and DeWalt for my electric tools (mainly saws). All of my Ryobi tools (lawn equipment, drills, planer...) all use the same batteries.

I lucked out on some deals with greenworks.....now I am married to greenworks because I want the same batteries powering the same stuff.
I just looked at a greenworks 60 lawnmower with a 5 amp battery for 400 dollars....the tool only is 350....get that 150 dollar battery for an extra 50.
