I noticed that my drivers side seatbelt gets damp after it rains. I have an older model Toyota Highlander. I think it must be from the bolt holes over the seatbelt pillar. Looking at several sealants: 3M Marine Grade Silicone Sealant, Permatex and others. Permatex has SO MANY options and I don’t know which are paint safe. Also looked at 3M urethane windshield caulk. Then there’s butyl tape. I am so confused. Help.

The obvious answer is Flex-Seal.

The more serious answer is a windshield sealant. 3M makes good ones, but they are not cheap.

You need to find the actual cause of the leak first. Run a garden hose over the area while you're in the car trying to spot the leak. Any interior panel(s) blocking your view will need to be removed. Sometimes these sealants are just a mess vs the proper seal for the application. Good luck with it.

Sun roof drain? A pillar Drains
It’s prob the roof rack but be very careful on Toyotas if you are taking the bolts out do not press down at all just remove it with out any downward pressure the bolts are spot welded and not very well and they will pop off and now you gonna have to pull the head liner

If you want it sealed forever, 3M 5200 is about the best you can get as a consumer. But be aware, it is very permanent. I would stay away from silicone products; they won't last, and you have to remove all of the silicone to get anything new to stick.
