makes some claims for power company utility bills reduced...

anyone have any experience with this?...

Anything that you can simply plug-in and claim to save energy is a scam.

and it appears it needs batteries to be recharged....while plugged in...

I like mine. Plug it in right next to the ultrasonic pest repeller.
