My thinking is to Scalp Lawn, Dethatch, and treat yard with Cleggs “weed killer mixture”. Would all this be okay to do in one day? Am I going about this the correct way? Lawn Novice here prepping my yard for the fall for the first time.

Dehatch - no, in spring when lawn is in active growth LINK - it needs time to recover.
Scalp - no, late winter when lawn starts coming out of winter dormancy.
Cleggs Winter Weed cocktail - yes, spray-control weeds when present.
Consider applying a fall pre-emergent herbicide ASAP.

Can I do the pre emergent and cleggs weed mixture in the same day? (This Friday)

Just put pre emergent down and do the rest in the Spring once it can recover.

Yes. But wait a couple days to water in the pre-emergent after applying post-emergent. Pre-emergent must be watered in, rain or sprinklers, to be activated

If anything, let your grass grow a bit taller for winter. Definitely don’t scalp it.
If you really want to go the extra mile, put down some Potassium.
As Craw said, apply pre emergent yesterday! Nothing else is as remotely important as a pre emergent.
