Loud noises in fireplace

What could be causing this when there are gusty winds? Like 15 mph+. How can it be stopped?

sounds like a loose damper moving around or the cap on the roof is loose
when the chimney cap on roof is loose its fairly common for squirrels and raccoons to try to make a home in your chimney, but since your noise is wind related i dont think critters is your problem
