Update, I did it myself and it works. Looks like shite but it works

Materials were about $40, but I bought a set of bits instead of just 1.

I could do it...materials included...for 175 surface mounted; 225 flush mounted in the brick.

If it were me, Id cut a hole in the soffit and put the outlet there.
