Man, I no longer mess with trying to fix this kind of shite. I would turn the water off at the meter and replace it. Take the old one apart, so you will know how it works in the future.

I just did all mine last year. Home Depot had a 100 piece variety pack of seals for like $5 that had at least three of everything I needed.
ETA: could have been Amazon. I don’t remember now but i did use a variety pack.

Hose bibs use a variety of ways to prevent leaking around the valve shaft. The old way is with a string-like packing smashed into place with a packing nut. When leaking starts just tightening the packing nut usually stops it. Eventually, you watch a video, pull the old packing and re-screw the nut.
Your Woodford bib may not use packing. Luckily, Amazon offers several Woodford repair kits with all the needed seals. Just search on...

I had tightened the packing nut on mine and it stopped the leak. After a bit, it started again there and out of the spigot itself. Mine are braised onto copper and I wasn’t about to mess with possibly of busting the copper pipe and get into the wall to fix it.
So, I called a few plumbers and a small company with a good reputation came out and refurbished 4 outdoor hose bibs for $240 total. They replaced a couple bits of hardware as well. Best of all, nothing broke. Lead guy did say they had to work pretty hard at busting loose 2 of them. Both plumbers had those big meat hands. LOL

Try tightening the nut under the handle. Just moved into a new house and had 3 that were leaking.
Thought I needed new hose bibs or to replace the guts/washers until I ran across a video on youtube. Took 30 seconds and fixed the problem.
