Help with what destroyed my broccoli plants

I planted broccoli, cabbage, and cauliflower in late September. All of the plants have done great with the exception of the broccoli. Something has eaten the heads before they have had a chance to develop. The cabbage and cauliflower plants have not been affected. Any advice will be helpful.

I'm betting it's some animal---squirrel, rabbit, rat even.
I've grown broccoli for years in my fall/winter garden and have never lost any but I live in the city and mostly only have to deal with bugs. I will get cabbage worms that will eat some of the foliage, but never the heads.

I gave up on broccoli, It never grows right and I just got a mess of yellow flowers...

squirrels ate my cabbage and potatoes in one of my raised beds. And planted about 100 hickory nuts in the process.

My broccoli is doing great. Already picked 3 heads. It's my cauliflower and cabbage that are struggling.

All six of the broccoli plants I initially planted have been harvested and the side shoots are now coming in. The second planting are showing signs of new heads forming.
My cauliflower are doing great, as are my cabbages, but it's my Brussel sprouts that are not doing well at all. The heads that form just above every leaf stem on the stalk are very small and not forming normally. By now the lower ones should be the size of a quarter instead of a pea. May have to just give up on them this year.
With all the rain we had last week, and it accumulating heavily between rows, I was afraid my cabbages would split from water uptake, but they haven't.

My cauliflower took a pounding from the last hurricane. They rebounded and are slowly coming in. My red cabbage is doing better than my green. I'm not sure what the problem is.

And mine are just the opposite. The green are now damn near as big as soccer balls with the red ones looking like baseballs. I do know the red never get as big as the green, but they were planted at the same time and that's a huge growth difference.
