Do you shut off main and then open taps to drain, or open taps first and then shut off main?

Shut off then drain.
And if you’re draining don’t forget to drain the water heater and shut it off.

The answer to this question really depends on where you drain is and where the pipes run.
If your pipes are in the slab (AKA lower and main and outlets) this method won't drain anything. You are going to need more than gravity to drain in this scenario .
