Dog deterrence for my garden

I’ve been having trouble with dogs urinating, defecating, and rooting around in a garden of mine. It unfortunately happens to be near a fire hydrant. The please pick up after your dog signs haven’t worked.
Can anyone recommend a sustainable and humane solution to discourage dogs from stopping in that flower bed?

Cayenne pepper powder or hot sauce, sniff sniff. Works on cats also.

Being sprayed by a hose or sprinkler system.

Ton of cayenne pepper. Or motion activated sprinkler.

I have an orbit yard enforcer and that thing is awesome. I’ve used it to deter squirrels. It should definitely work to deter cats and dogs.
Funny story…. One night there was a little thug POS walking around the neighborhood looking for unlocked cars to steal from. He didn’t hit me cause I keep everything locked up. Well the POS decided to cut through my backyard. Yard enforcer went off and soaked him. He dropped the entire cache in the corner of my backyard and hauled arse. Police found everything in the morning. Wallets, jewelry, cash, and a Ruger 9mm handgun. Among other things.

I use a one wire solar powered fence. About 6-8 inches off the ground. You can get a small warning sign from tractor supply.

I was never able to confirm if it was his or if it was stolen from someone’s car. Or if it was even loaded.

Put an outdoor camera up, report the owner if they are ruining your yard, and Animal Services will do the work if you report enough times.
I'm just curious though, whereabouts is this garden? If it's right against house and the neighbor is just letting a dog walk onto your yard and go do whatever it pleases, that's pretty messed up and warrants some type of conversation.

(a)If any public or private property is soiled or contaminated by an animal, whether such nuisance shall take place in the presence of the owner or keeper or not, or if the owner or the keeper is a minor, the parents or guardian thereof shall be deemed guilty of violating this section. This section shall not apply in a designated off-leash area or "dog park" in which the owner or keeper, or parents or guardian thereof, shall abide by the regulations imposed by the management of such area which shall include, but not be limited to, immediate cleanup and proper disposal of animal waste by the owner or keeper, or parent or guardian thereof.(b)Any person who is in violation of this section, shall be punished by a fine of not less than $100.00 and no less than three seven-hour days of trash cleanup duties.
