A/C question-Thermostat settings for Time of Use electricity

Last November we switched to Time of Use with our electricity provider where in the fall, peak usage is 6a-8a Mon-Fri, Nov 1-Mar 31st. We are now on the summer schedule where peak usage is 3p-6p Mon-Fri.
We have a heat pump with a programmable thermostat so in the fall I'd schedule it so that the heat/AC would not come on during the peak hours. Now that we've reached the summer schedule, I have my AC set to cool to 72 from 1p-3:00p, then go to 78 from 3p-6:05p (peak time), and finally to 70 for the rest of the night. So basically I do not want it to kick on between 3p-6p.
The problem I'm having is the heat pump or thermostat goes into Recovery mode prior to the end of the peak time frame and it will kick on. Everything I've read about this says it's the system's way to begin cooling for the next scheduled timeslot.
Should I simply change the peak time frame from 2:45-7p or is there a way I can stop it from going in Recovery mode?
All that said, our electricity bill has dropped $50/mo through these first 4 months of the yr compared to the same time period last yr. I just want to continue to tweak it as I know the usage during the summer will increase.

I can turn the recovery function off on my Honeywell thermostat. Are you sure that feature is not available on yours?
