A/C issue (compressor not starting)

I started having issues with my outside A/C unit after thunderstorms passed through a few nights ago. The inside unit would kick on, but the outside unit would not. I replaced a burnt out fuse, and I replaced the capacitor. The outside unit will now start, but the house still is not cooling. I put the old capacitor back in, and I'm still have the same problem. The fan runs on the outside unit, but the compressor will not run. I checked the compressor leads and the wires to the leads and I got good resistance across every lead.
Any other issues that could cause the compressor to not start?

Verify 220 is going to the compressor. It could have fried the contactor or one of the legs for 220 is bad.

Had this issues several years ago. Turned out to be a bad connection on one of the terminals at the compressor motor, which overheated then opened completely.
Installed a Qwiklug compressor terminal repair kit, haven't had any issues since.

Yes re-check terminal ends to make sure you don’t have burned wire, though you said you looked at them. I’ve also seen YouTube videos where HVAC techs have installed a supplemental hard-start capacitor to systems to get the compressor to run in situations where the fan runs, but the compressor does not, and everything else checks out as good, including the compressor.
