What are the reasons why an account wouldn't be activated?

One if my buddies claims he made an account about a week ago but it won't let him post. I'm not entirely sure what the situation is I'm just basing this off of what he said and I didn't have an answer.
I'm assuming it just hasn't been activated. If there is something wrong with what he did originally should he just make another one?
