Do me a favor and link that, will ya? Because all I see is "the ten commandments" from Lord Chicken and it mentions nothing about name change requests.
I've also been red-lettered about rules like "upvote-downvote polls" that seem to be selectively enforced and are apparently against forum rules too, though I don't see that either. Maybe gotta be on PC to get it? Because it won't even come up on search function here on the cell, and I'd love an insight into these esoteric guidelines.
